आज दिनांक 02-अप्रैल-2020 को उत्तर प्रदेश के मा० ऊर्जा मंत्री पंडित श्रीकांत शर्मा द्वारा जानकारी दी गयी कि मा० मुख्यमंत्री योगी आदित्यनाथ के निर्देश पर उत्तर प्रदेश पावर कारपोरेशन द्वारा लॉकडाउन की अवधि में औद्योगिक एवं वाणिज्यिक प्रतिष्ठानों के  विद्युत् संयोजनों पर विद्युत् बिल की देयता के सम्बन्ध में निम्नवत निर्णय लिए गए हैं -

• वाणिज्यिक एवं औद्योगिक उपभोक्ताओं की माह अप्रैल की बिलिंग विगत 3 माह के औसत खपत के आधार पर न बनाकर वास्तविक खपत के आधार पर की जाएगी।
• माह मार्च एवं अप्रैल में लॉकडाउन की अवधि के अनुपात में फिक्स्ड/डिमांड चार्जेज की देयता को अगले 2 माह तक स्थगित कर दिया गया है।

इस निर्णय से प्रदेश के 19.23 लाख व्यावसायिक एवं औद्योगिक उपभोक्ता लाभान्वित होंगे ।

यहाँ यह भी जानना जरुरी है कि पूर्व में लॉकडाउन के दौरान मीटर रीडिंग नहीं कराये जा सकने के कारण यह निर्णय लिया गया था कि सभी उपभोक्ताओं के बिल ३ माह के औसत के आधार पर बनाया जायेगा।
परन्तु लॉकडाउन के दौरान इंडस्ट्री बंद होने के कारण इस निर्णय से इंडस्ट्रियल उपभोक्ताओं को काफी नुकसान होने की संभावना थी।

संभवतः इसी कारण अब वाणिज्यिक एवं औद्योगिक उपभोक्ताओं को इसमें छूट देते हुए उनके बिल वास्तविक रीडिंग आधारित बनाने का निर्णय लिया गया है। परन्तु अन्य विधाओं के उपभोक्ताओं की बिलिंग औसत के आधार पर ही किया जायेगा और लॉकडाउन ख़त्म होने के उपरांत वास्तविक रीडिंग उपलब्ध होने के बाद पुनः वास्तविक रीडिंग पर बिल बनाते हुए पूर्व के प्रोविशनल बिल को निरस्त किया जा सकेगा|

LMV2, LMV6, HV2 एवं HV1 के अंतर्गत वाणिज्यिक उपभोक्ताओं को इसका लाभ मिल सकेगा।

Great relief for industrial and commercial consumers

Today, on 02-April-2020, information was given by Uttar Pradesh's Energy Minister, Pandit Shrikant Sharma, that on the instructions of Hon'ble Chief Minister Yogi Adityanath, UPPCL has taken following decisions regarding the liability for electricity bill of industrial and commercial consumers during the period of lockdown -

• Billing of commercial and industrial consumers for the month of april will be done on the basis of actual consumption and not on the basis of average consumption of last 3 months.
• The liability for fixed/demand charges in proportion to the lockdown period in the month of March and April has been postponed to the next 2 months.

19.23 lac commercial and industrial consumers of the state will be benefited by this decision.

It is also important to know that due to the fact that meter readings could not be possible during lockdown, Earlier, it was decided that the bill of all consumers will be made on the basis of 3 months average. But due to industry shutdown during lockdown, this decision was likely to cause a lot of damage to industrial consumers.

Probably for this reason, it has now been decided to make their bills based on actual readings by giving exemption to commercial and industrial consumers only. But the billing of consumers of other categories will be done on the basis of the average and after the lockdown is over, the previous provisional bill can be canceled by making the bill again on the actual readings.

LMV2, LMV6, HV2 and Commercial consumers of HV1 will get the benefit this decision.
