80 gaj ka ghr hai.
(Load is 2 fan, 1 1kw ki pani ki motor, 4 led bulb, 1 laptop)
(Wahan kewal 2 boys rehte hain jo job krte hain ek factory me)

Meter lagne ki date :- 6-june-2020

Reading at the time of meter installation :- 7unit

First month reading:- 78 unit
(16 July 2020 ko first bill aya)

Second month reading:-  72unit(July month)
(18 August 2020 ko second bill aaya)

Third month unit:- 19unit (August month)
169 unit reading
(6 September 2020 ko third bill aaya)

first bill me ammount 54,400 rs tha. To mujhse kaha gya ki main kuch ammount submit karu isme , maine 2 bar 5000-5000 rs, total=10,000 rs submit kiye.
Abhi bhi 46,632 rs ka bill bacha hai.

Mujhse (1 November 2018) se (6 September 2020 tk ka bill 56,600 rs bna hai , jisme se 10,000 rs main part payment submit kr chuka hun)

Meter lagne se pehle bhi ghar me bijli use ho rahe the?
kya aapne direct connection kar rkha tha?

Agar Nahi?
Then LFHD can not be used? You should be charged only fixed charges from Date of connection to Meter installation date and after that bill should be raised according to your consumption.

Well, I have analyzed your documents. Sealing certificate shows that meter was installed on 7th jun, 2020. and S.D. is written in previous meter detail, which is Supply Direct.

Since, you were using electricity before meter installation. So, department took it as theft.
If you could have not applied for connection. It could have been taken as Direct Theft and factor (F)=1  in LFHD.
But, department may provide you the advantage of F=0.3 in your case.

Your sanctioned load is 2KW. But, your connected load is approximately 720 Watt (0.8 KW) as per information provided by you.
So, department may consider your load (L) = 0.72 KW

If direct supply was not there before meter installation. Your bill amount from 29-oct-2018 to 6-jun-2020 should be approx. 4123/- and then bill amount from 6-jun-2020 to 6-sept-2020 should be approx. 1900/-. Total payable amount = 6023/-
