My bill status is " BILL STOPPED" . What is meaning of it as I have already applied for PD since 5 years back but still bill was generating . Now after giving all document this is the status, please tell the exact status of my connection ?

"Bill Stopped" means the bill has been stopped for a certain period. It is not a PD.
You must request to do PD and get NOC from the department.
