UPPCL's Bijli Bill Rahat Yojna (Electricity Bill Relief Scheme) 2025-26 – Beyond OTS: Installments, 100% LPSC Waiver & 25% Principal Rebate

Offering first-time principal waiver with 100% surcharge waiver, this scheme goes beyond traditional OTS and includes installment support for small domestic and commercial consumers. It is truly an Electricity Bill Relief Scheme and also provides up to 50% waiver on theft assessment amounts.

The Electricity Department (UPPCL) has started a special and big offer for people who have not paid their electricity bills for a long time. This offer is called the "Bijli Bill Rahat Yojana 2025-26" (Electricity Bill Relief Scheme). If you have a lot of old, pending bills, this is your chance to clear them at a very low cost.

The scheme runs from 1 December 2025 to 28 February 2026.

What is the Biggest Benefit?

If you pay your outstanding bill under this scheme, you get two huge benefits:

  1. 100% LPSC/Interest/Penalty Maaf (Waiver): You do not have to pay any late payment surcharge (LPSC) or interest/penalty that piled up on your old bill.
  2. Discount on the Main Bill Amount: You can get up to 25% off on the main bill amount. For the first time, OTS is offering a waiver on part of the principal amount.
  3. Monthly Installment Facility (Rs. 750 / Rs. 500).
  4. Bonus Offer: Even those caught in electricity theft cases can get up to a 50% discount on the fine amount.

Eligibility

Only Never Paid (connection released before 31.03.2025 with no payment ever made) and Long Unpaid (last payment made before 31.03.2025 and no payment thereafter) consumers of the following categories are eligible, subject to load limits:

  • LMV-1 Domestic consumers with load up to 2 kW
  • LMV-2 Commercial consumers with load up to 1 kW

Also applicable for RC cases, permanently disconnected connections, and court cases after withdrawal of litigation, for the above categories only.

Registration Period:

The more quickly you register and pay, the more money you will save. The offer is divided into three phases:

How to Get This Offer? (Steps to Follow)

You must register for this scheme first. You cannot just go and pay the bill directly.

Register:

Pay Rs. 2000 at one of these places to register:

  • The nearest Electricity Department Office (Bijli Vibhag).
  • The official website of UPPCL (online).
  • A nearby Common Service Center (CSC).

Pay:

Consumer may opt for One Time Payment or Monthly installment of Rs. 750 or Rs. 500.

  • Best Option: Pay the full discounted amount at once for the maximum saving (up to 25%).
  • Easy Option (Instalment): If you cannot pay the full amount, you can ask for the installment option (monthly payments). Note that this option gives a smaller discount on the main bill amount:
    • Rs. 750 per month (10% principal rebate)
    • Rs. 500 per month (5% principal rebate)

Note: No late payment surcharge (LPSC) will be applied during the installment period.

Theft Assessment Relief (For all categories)

This Yojna also offers up to 50% waiver on electricity theft assessment amounts, consumers with electricity theft assessment cases get a major opportunity to settle their dues at a highly reduced cost.

Key Points:

  • Applicable to all categories and all loads.
  • Must have a final assessment order issued before scheme end.
  • Registration fee: Rs. 2,000 or 10% of assessment, whichever is higher.
  • Phase-wise waiver on assessment amount:
    • 50% waiver in Phase 1: Dec 1 to Dec 31, 2025
    • 45% waiver in Phase 2: Jan 1 to Jan 31, 2026
    • 40% waiver in Phase 3: Feb 1 to Feb 28, 2026
  • Compounding fee (शमन शुल्क) must still be paid (not waived)
  • Settlement closes the theft case permanently.

Terms and Conditions:

  • If no connection exists, apply for a new one via the Jhatpat Portal
  • If a connection exists, old arrears must be cleared, which can be settled under Part-I of the scheme
