sir, lmv 5 rural ka bill meterd ban raha hai but priser me meter nahi laga hai . how to calculate this bill . please sir help me.

ग्रामीण क्षेत्र मे LMV 5 के लिए मीटर लगाना अनिवार्य नहीं है। अगर उपभोक्ता के यहाँ मीटर नहीं लगा है तो उसे unmetered टैरिफ के बिल दिये जाना चाहिए।

Yes, हर बिल पर Due Date लिखा होता है। अगर उसके बाद बिल जमा करता है तो LPSC चार्ज किया जाएगा।

There is nothing like you can simply convert 3 Time Zone to 4 Time Zone. Because time period is entirely different.

sir plz upload all tariffs rate secdule from old period say from 2010 in tabular form so that while calculating the bill no need to turn pages of all tariff it will be available in jest all the figure in one place all inculde the ED and Regulatory Surcharge % also thank you

हाँ, इसका उपयोग कोई भी कर सकता है। पर ध्यान रहे, यह केवल आपको calculation बताएगा। इसे official database में entry केवल एम्प्लोयी कर पाएंगे। आप यहाँ बिल calculate कर क्रॉस चेक कर पाएंगे कि आपकी बिल सही से revise कर अपडेट किया गया है कि नही।

For example
1- TDC DATE 08/01/2019(FULL PAID WITH PROCESSING FEE OF RUPEES 500) READING 10950
2-PDC DATE 6/02/2019
3-LAB SEALING REPORT DATE 02/07/2019. READING 10970.
SIR, KANHA SE KANHA TAK BILL CALCULATE KARENGE.
TDC SE PDC TAK YA TDC SE SEALING REPORT DATE TAK. UNTI 20 KA DIFFERENCE HAI

PD Apply hone ke 15 Days ke andar PD Final Krna Department ki responsibity hai so PD Fees se 15 Days Max tak ka aap bill bna sakte ho ,Meter Sealing Certificate to bad me issue hua hai us date tak ka Fix Charge nhi vasool sakte

Your examples has many issues. Kindly note that, In case of On Request PD TD and PD date can not be different. We should arrange the disconnection within 30 days of application. Meter sealing Date should also be the same. However, Lab report date could differ. But, it won't affect the PD Date.
In your example, Reading at the time of TD is 10950. But, Sealing report says 10970. It is contradictory and impossible. Either TD reading and date are wrong or lab report is wrong.
Just think, How is it possible that reading will increase after disconnection?
Though, you may finalize this PD with 10970 read on 06-Jun-2019. As it seems that supply was actually disconnected on 6-Jun-2019.
