November's electricity bill will carry the deepest FPPAS cut of this whole relief run. UPPCL announced on 28 October that the FPPAS line on November 2026 bills will read −9.17%. That works out to about ₹645 crore going back to consumers across the state, and it lands in the Diwali month. The Times of India has called it the highest relief under this mechanism so far.
What UPPCL announced on 28 October

FPPAS, the fuel and power purchase adjustment surcharge, will sit at −9.17% on November bills. The cut applies to domestic, commercial and other categories alike, and across all five distribution companies. UPPCL managing director Nitish Kumar said this is the fifth month in a row that the adjustment has reduced bills, because actual power procurement and fuel costs have stayed below the levels built into the tariff.
Avadhesh Kumar Verma, who heads the UP Rajya Vidyut Upbhokta Parishad, put the saving at about ₹645 crore. He said the relief came through an order of the UP Electricity Regulatory Commission on the consumer council's demand. News18 put the number of affected consumers at roughly 3.5 crore.
The five-month streak, and why November is the biggest
FPPAS runs on a three-month lag. Under the UPERC Multi Year Tariff Regulations of 2025, the cost variation of one month is billed in the third month after it. November bills therefore carry August's procurement costs.
| Bills of | FPPAS applied | Based on costs of |
| June 2026 | +10.00% (monthly cap) | March 2026 |
| July 2026 | −4.43% | April 2026 |
| August 2026 | −2.92% | May 2026 |
| September 2026 | −7.93% | June 2026 |
| October 2026 | −5.24% | July 2026 |
| November 2026 | −9.17% (announced 28 Oct) | August 2026 |
June shows the same line working in reverse. Costs had climbed above the approved level that month, so bills carried +10%, the maximum the rules allow. Since July, every month has gone the other way, and November's −9.17% is the deepest cut of the run. The October explainer on this site had said November's rate would follow August's costs. That figure is out now, and it is not smaller.
The rupee math on your bill
The percentage applies on fixed charges plus energy charges, not on the full bill. Electricity duty and other levies sit outside it. At November's −9.17%:
| Fixed + energy charges on your bill | Saving at Oct's −5.24% | Saving at Nov's −9.17% |
| ₹1,000 | ₹52.40 | ₹91.70 |
| ₹2,500 | ₹131.00 | ₹229.25 |
| ₹5,000 | ₹262.00 | ₹458.50 |
Duty is calculated on the amount left after FPPAS, so the duty line falls a little too, and the total saving ends up slightly higher than the table. For scale: September's −7.93% was worth about ₹604 crore and October's −5.24% about ₹424 crore. November is estimated above both.
Why power purchase costs kept falling
The tariff order fixes an approved average procurement cost of ₹4.94 per unit, and actual costs have kept landing under it. The July working, the latest month with full public figures, shows UPPCL bought 16,407.07 million units at ₹4.69 per unit, about 25 paise cheaper than approved. That month sat inside peak monsoon, with strong hydel generation and cheap short-term power. Kumar credits effective management of procurement costs. The detailed August working follows the usual monthly order on UPPCL's tariff page.
What you should do
- When the November bill arrives, find the FPPAS line. It should read −9.17% on the fixed plus energy portion, and the amount should sit close to that portion × 9.17%. Small rounding differences are normal.
- Recalculate your full bill, FPPAS included, on the Bijlibabu Bill Calculator, and read the October explainer for the full mechanics of how the surcharge is set. If the percentage on your bill does not match the announced figure, call 1912.
